There is no provision for either proactive confiscation or compensation in the bill signed by the Gov (SB 7026). Simply, effective 10/1/18, possession of bump-stocks becomes a felony in FL and they become contraband after that date.
Section 13. Effective October 1, 2018, section 790.222, Florida Statutes,
is created to read:
790.222 Bump-fire stocks prohibited.—A person may not import into
this state or transfer, distribute, sell, keep for sale, offer for sale, possess, or
give to another person a bump-fire stock. A person who violates this section
commits a felony of the third degree, punishable as provided in s. 775.082, s.
775.083, or s. 775.084. As used in this section, the term “bump-fire stock”
means a conversion kit, a tool, an accessory, or a device used to alter the rate
of fire of a firearm to mimic automatic weapon fire or which is used to
increase the rate of fire to a faster rate than is possible for a person to fire
such semiautomatic firearm unassisted by a kit, a tool, an accessory, or a

They will check records of stores that sold them claiming that they are conducting an investigation into criminal activity (the possession of banned firearms accessories). Some judge will issue a warrant allowing a search of the store records if the store does not cooperate. Store invoices frequently list the sold items. If credit cards were used in the purchase, they will be able to put a name with the purchase. Then, with that list, say they have probable cause for a warrant to search and seize them from citizens.

So its safe to say it ain't the leftist.
It's bad enough that they're going after the BumpStock but, the way the. law was worded a Gisselle trigger, bolt release (Magpul BadAss), ambi additions, can be viewed as devices that aid faster rate of fire.

You guys are afraid of door to door confiscation. It won’t happen that way. Here’s how it will go. Bill owns one but chooses to gamble and does not comply. Bill and wife get into argument. She doesn’t know he has one, but decides to rattle his cage. Call cops. They get PFA, and begin hauling out hi.......... WHOAH , WHAT HAVE WE HERE? Bumpstock! Cop gets a promotion, DA gets a vote-boosting photo-op. Oh, our buddy Bill, he gets the hard cock of the Justice (hahaha) system right in his fourth point of contact, no lube!
Oh, all the other ‘Bill-types’ get rid of their bumpstocks as soon as they see Bill getting the perp walk treatment. Freedom dies with a whimper!
