    Pennsylvania is an open carry state, which means any eligible citizen can purchase a firearm after successfully passing a background check, and can keep a loaded gun on their body or in the car if they also obtain a license to carry firearms.

    So does that mean different counties make their own rules Re what is required for a LTCF ? Allegheny doesn’t require fingerprints - what about the multi state carry permits - did anyone have to submit fingerprints for that one?

    Perhaps his best argument for why he needs to conduct a more detailed investigation, would be if there was evidence that previous Bucks county LTCF holders were a significant cause of violent gun crime.

    I don't recall hearing that this was a problem, but it would be a fair implication when the sheriff states that there's a problem that he needs new tax dollars to fix.

    I'll assume fingerprints are one of those things that exceed what is permitted to be required by law, yet they require it anyway?

    When I originally got my LTCF it was in Bucks back in 2011, no fingerprints and it took 10 days to get. My renewal was in Allegheny, they had my picture taken and card printed before I had even finished filling out the application.

    The PICs check for a purchase of a firearm does not dive as deep as a background check for a LTCF.

    And while an owner of a firearm can Open Carry it without a LTCF, legally they are not getting into a vehicle and traveling very far with it.
