"This bill amends the Internal Revenue Code, with respect to the excise tax on the sale of firearms by manufacturers, producers, or importers, to: (1) increase the rate of such tax to 20% on pistols, revolvers, and other firearms and on any lower frame or receiver for a firearm; and (2) impose a 50% tax on shells and cartridges. The bill exempts any department, agency, or instrumentality of the United States from such tax."

I copied the below text from a Gent named Alan Blatman that posted on Facebook in response to this bill. As far as I can tell he got it right and puts it in plain english:
* Significantly increase the excise taxes (pitman Roberson taxes) from ~11% on guns and ammo to 20% on guns and 50% on ammo. It would also direct significant amounts of that money (either all, or the amount over the current ~11%; I'm finding the language used is rather dense/unintelligible) to various causes that I don't want to support;
* Double the full annual SOT rate to $2,000, and subject it to annual increase based on an inflation index;
* Create a new class of NFA item: "semiautomatic pistol chambered for cartridges commonly considered rifle rounds, configured with receivers commonly associated with rifles and capable of accepting detachable magazines.";
* Increase NFA transfer taxes from $200 to $500, and from $5 to $100;"It seems that the Constitution is more or less guidelines than actual rules"

We have to be vigilant on these backdoor bills folks!
The Pitman Robinson excise tax on guns is one of the few that I actually don't have much issue with. Funds from the tax exclusively go to the USFWS and is apportioned to the states. I would also assume this help make sure the AR stripped lowers are sold by the manufacturer in a transaction that triggers the tax and then later adds everything else. That loophole would probably not work as well for other guns.
