756 copycat threats since Parkland
How would one go about evaluating the difference between a trouble-maker v. a for-real intender? Who has the resources? How accurate would the diagnosis be?
I recall an occasional case of dangerous jailbird being pronounced by a psychiatrist as OK to release, and jailbird soon after kills again.

Treat the "trouble-maker" as you would the "for-real" ones: arrest them for making terroristic threats.

It's the media's fault, there could be no copycat actions without broadcasting the original actions to start with, ban the media.
