So we already had the statewide declaration of a "disaster emergency" over the opioid thing, but now we have a regular emergency declaration ahead of this storm. Does that mean that OC in the affected counties is under Double Secret Probation?

But seriously, had the initial declaration not already been in effect, does such a declaration have to be statewide in order to rescind our right to OC without a LTCF? This declaration affects only certain counties, so how would that work?
