AR Lower NR Purchase
I am fairly certain the answer is no, but, can a non resident purchase a stripped lower in PA without it transferring back their home state FFL?

I do know that as a PA resident, I cannot buy a stripped lower out of state. I was looking at doing so last year, and was informed that as an 'other' item, it required a PA FFL to do the final transfer, so I would assume the reverse is also true.
Of course we all know gun dealers are not the most reliable source of information, but in this case I believed it.Illegitimus non carborundum est
