    Actually, this concept is rather interesting. Assuming this is above and beyond the PA National Guard and is a true militia - made up of armed citizens under state control, or even county or local control, would the Federal Gov't. put up with it? Maybe the libs would think this is a way to control firearms but what about states like Ky or Tn (I believe) that basically tell the ATF to piss off when it comes to internal firearms manufacture or sales. Could a state establish a "well regulated" militia as a PRO gun measure? Imagine if a locally produced fully auto M-4 were manufactured within the state and stamped with "FOR USE ONLY IN AND BY THE ____ STATE MILITIA" yet anyone can become a member of said militia?

    Talk about states rights!

    Wow, the more I think about it...

    The militia would have to be open to any citizen of the state. It's not the Army or Nat'l Guard with 'legitimate' requirements for age, fitness, ability, etc. If they try to discriminate against anyone with an ADA handicap, age, gender, etc. they would be sued big time. Imagine the entire population over 45-50 being excluded???

    District of Columbia v. Heller, 554 U.S. 570 (2008), is a landmark case in which the Supreme Court of the United States held, in a 5–4 decision, that the Second Amendment protects an individual's right to possess a firearm unconnected with service in a militia for traditionally lawful purposes, such as self-defense within the home, and that Washington, D.C.'s handgun ban and requirement that lawfully-owned rifles and shotguns be kept "unloaded and disassembled or bound by a trigger lock" violated this guarantee.
