2018 Legislation Providing for the Establishment of a Well Regulated PA Militia
The bigger question is how would this interact with
Title 18
§ 5515. Prohibiting of paramilitary training.

or would it fall into (c) exemptions / (d) excluded activities

Subject:
Legislation Providing for the Establishment of a Well Regulated Pennsylvania Militia
http://www.legis.state.pa.us/cfdocs/...cosponId=25236
n the near future, I will be introducing legislation that will establish a well-regulated militia for the Commonwealth of Pennsylvania.
As the Constitution of the United States requires under the Second Amendment, “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”
It is clear now more than ever that the Commonwealth should establish such a militia and provide for its regulation as a matter of the public safety of all Pennsylvanians.
Too many lives have been lost to inertia. Our Commonwealth has suffered multiple mass shootings and other forms of chronic gun violence, and we have grieved and prayed with our neighbors and loved ones across the country.
The federal government has abstained from action, and it is within our legal power and duty to mitigate this catastrophic public health crisis. Indeed, we as state lawmakers have a moral obligation to act.
This bill seeks to create an entity composed representatives from various state agencies and commissions to recommend:
1) How to establish a Pennsylvania Militia;
2) Amending firearm ownership licensing procedure to require Militia membership and concomitant obligations for designated classes of firearms.
This body must meet regularly, hold public hearings, publish a final report and provide for a public comment period before said report is presented to the state legislature.
Please join me in co-sponsoring this important legislation.Learn how to really SUPPORT the 2nd Amendment cause Go To http://www.foac-pac.org/

By calling it a "well-regulated militia", aren't they encouraging the Left's notion that 2A rights only extend to an organized group, not the whole of the people?

You have to give him an award for creativity, misguided and erroneous that it may be. Another crock of BS from a Philadelphia politician.

I was unaware that we even HAD any "firearm ownership licensing procedure", mostly because we do not have it.
We have a PICS check for purchases. We have a Record of Sale Database which our state Supreme Court noted is not "registration". We have a License to Carry Firearms. We do NOT have "firearms ownership licensing", unlike lesser states like NJ.

That’s the important take away here. It’s an attempt at back door gun control. Create an actual “militia” and then require a membership to it in order to be granted the ability to have firearms. Then strictly control who is allowed to be in the militia.

You lose the concept of well-regulated if the government decides to regulate it. The best regulation is natural or God's law. This includes individuals having the natural right to self-defense as they see fit in a manner they feel is the best compromise in cost, capability, and without reducing freedoms such is done by standing armies.

Rabb is anti gun . His web page points out that he is a member of PA SAFE which is a anti gun group. It also mentions that he also supports any and all liberal causes

Perhaps he should read the Constitution of Pennsylvania, Article 1 Section 21.
Homie don't need any militia.
ETA why is he even talking about the US Constitution, it's not his job.My Feedback - http://forum.pafoa.org/showthread.ph...ight=stainless
