Sand is the way to go. For a cheap light weight material try un-popped popcorn.

I've made some out of socks, sand, and gallon ziplock bags. Robski has a decent video on how to make them, but he uses airsoft bb's: https://www.youtube.com/watch?v=r4Ci6kZORFU

unless your getting super value pop, i'd say dried farm corn, agway and feed stores should have it for a few $ a hundred lb.

popcorn should have the same nutritional value. but yes, smash and soak it. boil and consume.
or if it really goes sideways, place some outside and shoot anything that visits.

    with salt and butter.

A lightweight varmint shooting bag for in the field can be a couple of large socks as the outer bag, inner comprised of heavy duty ziplocks filled with kitty litter or oil dry.

For a squeeze bag, I use pieces of nylon stockings filled with the poly pellets (like for stuffed animals) from Michael's. I would ho the bluejans route with something heavier for a front bag.
Boy, I say boy, you're reaching the limits of my medication!
