PSP Firearms Unit learned something new...
and will pass it on to all their operators and supervisors. Even their lawyers didn't know it.
Doing a BCG on a PSU student who is a non-resident, living off campus (for a handgun). PICS operator said they could not buy a handgun in PA (actually they can as a dual state resident/college student). I corrected her and she immediately went to a supervisor. I talked to the supervisor and she said that's fine as long as he did not live in a dormitory. I said that is incorrect. Well, I explained (read it to her) the ATF Ruling (80-21) and gave her the section. She said she would call me back. About 15 minutes later she called back and sincerely apologized and said they didn't know about that ruling and said even their lawyers didn't know that ruling. She assured me that that ruling will be emailed to all in the Firearms Unit with a special emphasis to the PICS operators AND supervisors.
She then (laughing) asked that if they had any questions in the future could they contact me for an explanation as it seemed I knew more about the gun laws than their lawyers. I suspect they (lawyers) were a bit red faced and maybe they'll bone up on the laws, both state and federal. I told her we all need to work together to make sure we aren't denying someone who can legally buy firearms in PA.
She (Brenda, a floor supervisor in the PICS unit) was very nice and didn't argue at all. She listened to me, noted the facts and took the information to the people who should have known and found out that they had been giving out mis-information and that it (in this case) the correct information will be disseminated to those that need it.Ron USAF Ret E-8 FFL01/SOT3 NRA Benefactor Member

Nice to hear about such a good interaction. I personally don't believe the PSP to be a nefarious anti-gun organization.

That just proves that we have so many laws that even the people whose job is the law don't know all the laws.
Time to simplify.

It is usually surprising when the lawman has the law wrong but it does happen, they're just as human as the rest of us and they do have a lot to try and stay on top of. That was a pleasurable experience in finding them wrong, some instances are not so pleasurable.
