As a temporary 1-2 year resident of Pennsylvania, why would not ATF Ruling 80-21 not apply? The OP's situation is not all that much different from that of a military member from another state being stationed in Pennsylvania, or an out-of-stater attending school here in Pennsylvania.
He has a Pennsylvania residence, so he should be able to get an LTCF here, yes?

Correct. If unloaded, ammo separate, and unloaded firearm not on your person is the safest way to stay legal. If its loaded, the second uyou get in a car your are "concealed." Get your license to carry, it's easy.
