    But you forget some states have Firearms Owner ID card system where it is legal to sell only to FOID holders. Just because it is legal under federal law doesn't mean it is legal under state law also.

    NJ FOID Holders Still need a 'Permit to Purchase' to face to face a handgun sale and the are supposed to complete a from and send it in to the state too.....
