    Default Pennsylvania Handgun Transfers Question

    This morning, on CNN, I saw Anderson Cooper interviewing a PA Republican Rep named Charlie Dent, talking about the tragedy in Florida.

    When asked by Cooper about things that could be done to minimize gun violence, Mr. Dent stated that there were things that could be done, even in conservative states like PA. He stated that in 1995, PA passed a law requiring that all private handgun sales from one Pennsylvanian to another would have transferred through a licensed dealer.

    Does anyone know if this is factual, i.e. that requirement did not come into being until 1995?

    I always thought that since the Gun Control Act of 1968, all private handgun sales had to go thru a dealer.

    I wouldn't trust crap a politician has to say.. Look at the ass in California with his 30 round clip bullet ghost gun

    Today I saw a news clip on YouTube about stuff from Ghostguns.com reporter says he paid $179 and took 3 hours to make a Glock knockoff with no SN.. ah.. the $179 is for the polymer lower no parts, no slide, no barrel that is like $700

    News and Politicians lying to the public since they existed.. easiest way to tell either is lying? their mouth is moving

    Transfer of a pistol requirements are federally mandated which has been around longer than 1995, Not sure how PA could ignore that... So in my opinion. He is full of shit

    Pa requires handgun sales to be transferred thru a FFL, not the feds.

    I would like to know how this law prevents violence from occurring, however. Did the crime rate go down since 1995???

    Under federal law, dealer sales must undergo a background check and any interstate sales must go through an FFL.

    INTRAstate sales are regulated (or not) by the individual states.

    About half of the states don't require an FFL / Sheriff for handguns.

    He is referring to the UFA (Unified Firearms ACT).

    Only true for interstate transfers. The feds do not control intrastate transfers among private citizens (non FFL) of any one particular state. Pa has chosen to mandate FFL transfers among its citizens, with a few exceptions.

    Many states allow FTF sales of handguns the same way we sell long guns.

    It doesn't, no it didn't and the gun that was stolen at the Oaks Gun Show will probably be used in a crime, therefore all weapons must be confiscated.

    And anybody living here that does not know that provides that much more evidence that National Reciprocity (or - perfect world - 50-state Constitutional Carry) is needed.
