    LTCFs are issued by the county. Until recently they were not even the same from county to county.

    Also, how is it then people can be issued a non-resident license when they don’t even have a home county? Pick a county, any county to apply in.

    York lets you start the process by mail.
    Return the completed application along with $20.00 dollars, cash, check, or money order. Your application will not be processed without these funds! Checks are to be made payable to: Sheriff of York County. Mail application and payment to the address at the bottom of this page.
    Once approved, you do have to go in, though.
    Licenses must be picked up in person, with your valid drivers license or your state ID as indicated above. Your license will be held for 30 (thirty) days. After that time period, it will be removed from our system and you will have to reapply.

    As far as I know Beaver County is still one stop. But I haven’t been there since the new Guy took over.

    Edit: for those not from this area, Tony Guy is the sheriff of Beaver County.
