All you need to do is remove the caps to make it 'unloaded' or have a LTCF.

I seem to remember the game commission have a law/regulation about no loaded black powder rifles in vehicles. It maybe just flintlocks, I don't use black powder so I am not 100% sure.

percussion guns uncapped and flintlocks unprimed are considered unloaded by the PGC.

That was the case I remember. PSP troopers make mistakes too. Ill stick to my guns that they have no business taking the OP's gun apart.
