    If you give some thought to the media article it's obvious Trop does have a security system. These guys were in and out of the shop in 2 minutes, departing before police arrived. Obviously they had a plan, executed it well, and this probably isn't their first commercial burglary. Central Monitoring Stations typically dial law enforcement at around the 45 second mark if they have not gained positive contact with the property owner and confirmed police are not needed. By the time 911 picks up the call and gets the address at least a minute has passed. Now 911 has to relay the call to a police patrol eating up another 10+ seconds. If the patrol is within 2 miles they just might get lucky enough to get on scene within 2 minutes of alarm activation.

    Now consider this... a little Google fu tells me Northwest Regional Police Department is composed of Mount Joy and Donegal Township. Mt Joy is 28 square miles with a population of 9,800+ and Donegal is 24 square miles with 8,300 residents. That's a total land mass of 52 sq miles and approx. 18,200 residents. The police dept web site has a department photo of all the officers posing with commission members. Factor out the kid and 5 folks over 60 yrs old and it leaves 16 uniformed officers and one civilian. The civilian may be an office worker or detective. For sake of argument I'll count her as the 17th cop. Now deduct the chief and captain (the two with gold braid/crest on their caps) who aren't working nights and probably don't spend much time outside the office and that leaves 15 cops for patrols. When factoring law enforcement manning requirements you have to hire a minimum 4.1 employees to ensure you have someone on the road at all times. The 4.1:1 ratio allows for vacation, sick days, holiday rotations, etc. It does not factor in court days (that's a different ratio). With that math Northwest Regional Police Department is lucky if they have 3-4 cops on any given shift to cover the jurisdiction. That's between 13 and 17 sq miles per officer. One of them gets tied up with a DUI and the amount of road each one covers increases quickly. The fact that they got a cop to Trop in two minutes is surprising.

    Why would they come from Baltimore all the way out to Elizabethtown?

    I didn't see any Turnbuls when I was there last.
