How old are you?
Have you been convicted of any crimes?
Do you have a license to carry?

Short answer , yes.
Long answer , maybe.
If you have a PA-LTCF , you may carry it.
However as has been discussed many times , cops often use the Record of Sale database as a registration and if the gun is not in the ROS , and you get stopped and the gun 'run' , you might have difficulty.

Not to derail, but, what happens if stopped and they run your SN with no results?

Physically, a person can probably figure out a way to conceal anything, so unless it is a Mosin Nagant and you are 4'5", yes, you can probably conceal carry it.
Probably though, there is a legal question here. Can I legally conceal carry a handgun my father has given me?
I will assume that your father gave you a handgun of some sort and that you are physically able to conceal it.
You need to have a License To Carry Firearms. I am going to guess you knew that and have one. If not, go to the sheriff office and get one. It's only $20
Next you may be concerned that the gun your father gave you is not in Pennsylvania's incomplete gun registration system or Record of Sale Database. What would happen if you are found with a firearm not in the ROS? Probably depends on the LEO. Some might not care, some might confiscate it until you can prove it is yours. You could go to a FFL and transfer the gun from yourself to yourself and get it into the database.
All that said, I would not carry a gun that has sentimental or historic value for self defense. Should you have to use it, the gun may well end up in an evidence locker and who knows when it might be returned or in what condition.
Frankly, I would not carry a gun that is not associated with my name in the ROS database. I myself was given my grandfathers revolver, issued to him when he joined the police force in 1929. It is not in any ROS database. It is a 6" revolver and not easily concealed. I take it to the range when my brothers are visiting, otherwise it stays in the safe.
