You ask Can I conceal carry a gun my father has given me?
Physically, a person can probably figure out a way to conceal anything, so unless it is a Mosin Nagant and you are 4'5", yes, you can probably conceal carry it.
Probably though, there is a legal question here. Can I legally conceal carry a handgun my father has given me?
I will assume that your father gave you a handgun of some sort and that you are physically able to conceal it.
You need to have a License To Carry Firearms. I am going to guess you knew that and have one. If not, go to the sheriff office and get one. It's only $20
Next you may be concerned that the gun your father gave you is not in Pennsylvania's incomplete gun registration system or Record of Sale Database. What would happen if you are found with a firearm not in the ROS? Probably depends on the LEO. Some might not care, some might confiscate it until you can prove it is yours. You could go to a FFL and transfer the gun from yourself to yourself and get it into the database.
All that said, I would not carry a gun that has sentimental or historic value for self defense. Should you have to use it, the gun may well end up in an evidence locker and who knows when it might be returned or in what condition.
Frankly, I would not carry a gun that is not associated with my name in the ROS database. I myself was given my grandfathers revolver, issued to him when he joined the police force in 1929. It is not in any ROS database. It is a 6" revolver and not easily concealed. I take it to the range when my brothers are visiting, otherwise it stays in the safe.

2. My 72 Y.O. mom asked me to get her a gun. I asked Why? What are you going to do with it? She gave the right answer: "I'm going to defend myself, and if necessary, shoot somebody. If they die, that's too bad, but they should not have been attacking me."
3rdly, Are you ready to shoot another human to stop an attack? If not, don't carry.
D) Are you proficient with the gun? If not yet, you need to get that way.

He gave me a smith and wesson sd40ve. It is not sentimental as he has other guns that were my grandfathers he is passing down to me. This one was solely for the purpose of protection. I am young at the age of 22, but I do have a wife and daughter. I have a LTCF. What I am getting out of this is that, depending on the officer it could be taken. But I don’t need to transfer. Only if I do not want to risk losing the firearm or going through a potential process, correct?

If you have an FFL in mind, ask him/her if a copy of Dad's photo driver's license will suffice. It may be all that's needed, if he can't get there.
