I tried that once. He got back to me and said to send it to the sheriff's office.

Legally? In PA? The District attorney.

I suspect every form approved by the ATF has been illegal, because sheriff's are not LEO. Back when approval was needed, not notification.

This is probably the correct answer.
Our old DA would sign off on NFA stuff if he knew you or someone would vouch for you.
