From what I remember of a previous post on the matter. You can carry a firearm on a motorcycle only if you have a LTCF. IIRC the law uses the word vehicle. That means any truck, car, bike, or motorcycle. I forget if inline skates are included.

a. The LTCF requirement is for short-barrel rifles, short-barrel shotguns, and handguns. The term "firearm" in that particular section of the law only pertains to those specific instruments. Long-barrel rifles and long-barrel shotguns have no such requirement.
b. Push come to shove, inline skates could be viewed as a vehicle, the same with skateboards, hoverboards, and even shopping carts if you're riding and someone else is pushing.

Really, it's no different than transporting a long gun in your car or truck. Keep it unloaded with the ammo separated, and you're following the law (assuming you ARE following all the normal PA regulations). Will you get strange looks? Probably. Will you get pulled over and harassed? Possibly. Are you legally allowed to transport an unloaded rifle strapped to your back on a bike? I don't see anything in the law prohibiting it. (IANAL)
I've done it on quite a few occasions. No reason to not enjoy a ride just because I'm going to the range. Now, I always keep it in a soft case of sone sort, but that's more to protect the rifle than appease the public.
