    Questions:
Do you have a valid PA hunting license?
Under what exception of 6106.2.b are you going to transport the shotgun to the hiking location?
Are you planning to carry/hike on the Blooming Grove hiking trail off of route 402? (It sounds like what you describe, Delaware State Forest land adjacent to SGL 183)

    I could be wrong.

I thought an 18yo could own and open carry a handgun. One has to be 21 to buy a handgun at a gun shop. A county sheriff can transfer a handgun to an 18yo.

an 18yo can get a sportsmans permit to carry a handgun while hunting.

Hold on, he should lift it now that he's opening a shoot-up center in Philly. Crisis averted.

All of which is true, but we are under a State of Emergency so any form of carrying requires a LTCF. And for a 18yo to carry openly sans a SoE, he/she would have to do so completely on foot unless otherwise exempted.

Open Carry in PA State Parks is currently illegal. For any firearm or weapon capable of firing a projectile to be out of a case, or concealed, it needs to be for the purpose of hunting. This is likely a pre-emption violation, but so far no one has challenged the DCNR in court. This would be PA17 C.S. 11.215 (4) and (5). CCW is only legal in state parks in the last ten years after it became legal in national parks.

One night of "primitive" camping on State Forest outside of the spring fire season. Call your local State Forest Office for a permit.

this, You can apply for a Sportsman Firearm Permit. This permit requires just 18 years of age. It allows you to carry your firearm while fishing, hunting, training hunting dogs. Get a sportsman firearm permit and a fishing permit. When you hike the state game land... carry your fishing rod with you and the fishing/sportsman permit.
