Even though there appears to be contradictions in the law (unmodified sks), they will pass this, at least until it is found to be unconstitutional.
Keep in mind the NY safe act 7 round limitation was a little different. When the safe act was passed it outlawed the possession of an over the ten round maagazine. It allowed possession of a 10 round mag as long as it was purchased before the date the bill passed. However one was only allowed to load the mag with 7 rounds except on a shooting range. It was challenged in court where a judge rule the 7 round limitation arbitrary and relaxed the ban to allow ten rounds and allow the purchase of ten rd mags. The bill in NJ outlaws every magazine over 5 rounds.

Do you think the anti gun morons in NJ really care if 5 round magazines exist?

I understand the difference between the two, hoping that the nj bill will not pass in its current form, if at all, but that seems unlikely.
