And does the officer determine that, or even have the ability to make the determination?
I keep asking this question, and we keep going in circles.
If the LTCF had just expired, the officer might look at the exception and not arrest, but can one count on that, considering that we are talking about a firearm.

No. That's what DAs are for. They are the ones who actually file charges if and when an arrest is made. I'd imagine that if a particular officer kept running in folks who had LTCFs expired within the 6 month window, that the DAs office would tell them to knock that shit off, because they can't get convictions, because there was NO LAW BROKEN.

DENIAL CRITERIA
In addition to receiving a "DENIED" status by PICS, your application will NOT be accepted by the Allegheny County Sheriff's Office if you:
- Have an open case with ANY court (including traffic citations, parking tickets, fish and game, etc)
- Have a closed case with ANY court with a remaining case balance. This is to include payment arrangements made with any court. Fines and court costs MUST be paid in FULL before your application will be accepted.
- The ACSO will NOT accept applications for Non-PA Resident Licenses.
Unrelated - but I also found this little gem:
Our next priority is to process the applications of those who wish to carry a firearm. In addition to having the authority to issue licenses, the Sheriff also has the authority to revoke a license for good cause. Examples include, but are not limited to:
Fines (Traffic, Non-Traffic and/or Criminal)
Pending Hearings
Incompleted Probation/ARD
Falsifying Information
Repeat Offenders
Also...repeat offenders, of what? If you get three parking tickets, is that what he is talking about??
On topic:
Q: How long before my license expires can I renew it?
A: You can renew your license whenever you want to. However, you will lose whatever time is left on the current license.
Example: If you renew a year early, the new license will still only be good for five years. As long as you are okay with losing the time left, we’re okay with renewal.
