I think you may be confused.
If the government tells me that it will execute me if I exercise my right to bathe, and then I make the choice to take a shower, I'm 100% responsible for my situation at that point. That is not an acknowledgement that the government's position is correct (that people should be executed for bathing). It's simply an acknowledgement of the reality of the situation. I knew what would happen, and I took a shower anyway. Who else can I blame for that?
The fact that the government has the policy to begin with is an entirely different matter.

I for one agree: the answer is "yes, it's your fault." I don't find that unreasonable: You need to know the law and be aware, particularly if you know you're going to another state.
Mind you, I'll pre-agree to the typical objection to this line of argument: that it's impossible to know all the crazy myriad regulations all over the country. Yes, no human can possibly remember every law and regulation.
But when it comes to high-profile, high-penalty things like DUI or guns... find out, remember and abide by THOSE in particular. Failing to know laws like "NJ doesn't allow windshield tinting" won't do you much harm... if you do know you can't bring a gun in with you...DGAF
