Snipers on rooftops in 13 degrees/30 mph winds?

I don't see the point. They have very strict laws regarding guns, explosives, etc that will prevent anything from happening.

NYC is putting snipers everywhere for the new years celebration. Leave your dog at home and don't make any move towards your waist. Level 4 armor a good idea.

TV talking head spoke of snipers on rooftops New Years Eve, problems associated with people wearing thick layers of clothing that could hide anything, Feds warning large cities that NYE gatherings could be targets of terrorists. The thought came to me that squirrelly blustery winds affected by the canyons of a city, and very cold temps acting upon propellants, optics and shooter, sounds like if they are called into action, it's gonna take an awful lot of luck to accomplish anything positive.
Maybe just putting it out there that snipers will be about is a hoped-for deterrent.

NYE in Times Square is one of those things I look at and don't understand why people would want to go. Bars/clubs, parties, friends and family get togethers, I get it. Standing outside like a pack of penguins when your only entertainment is a 30 second ball drop and watching some drunk pissing on someone who doesn't even know it holds no allure for me.
