Personally, I'd only give about $500. Others might think $600-$700, but approaching that, I'd consider other options. Do you have plans to convert, as that certainly adds cost. You'll be in about another $250-$300 if you do that yourself. If the Saiga is $700, add that $300 and you're at Arsenal pricing.

Re: Price of a unconverted saiga 7.62x39?
Late last year a shop local to me hand a handful on the rack. If I recall correctly, the price was pushing $800. I had the occasion to be in the same shop very soon after Trump won. Again, if I recall correctly, they were then down to $449.
I have a 7.62 and a 5.45. Real, real good guns, and I'd like another in 7.62 for a project. But still too pricey for me.
Trump will eventually smooth things over with the Ruskies - it is in both our interests - hopefully get them down sub $400.
Over that I'll shoot the others and my sks.Obama. AYFKM?! / Pravda vit'azi.

$400-$500 sounds like a fair price.

Right now, I would say 700ish. More and more Russian firearms are being banned, with no sign of them coming back.
Converted ones are bringing in $1000.... Hell... VEPRs are nearing 1400 now.
