Yes, you are correct.
NOTE: there is often confusion concerning the tax on “any other weapons.” The majority of NFA weapons are subject to a making tax of $200 and a transfer tax of $200. Many individuals have the mistaken belief that the rate of tax for making an “any other weapon” is $5 because the transfer tax on “any other weapons” is $5. I got one and have to agree, more of a range toy. I had a hard time finding the mini shells, but I did. At Oaks this weekend I saw numerous mini shells and even the Minisol adaptor for sale. The price of the Shockwave has come down also.
It is a little odd to shoot, the minis make it much more comfortable and in my opinion would work as a home defense round.
I would say buy it.

I love my Shockwave!! Cool to have around, fun to shoot (2 3/4" shells only---I've never bought 3" shells in my life), and reasonably priced for a range toy. Any one of those is sufficient justification for buying one, tho I will admit that if the 20 ga. version had been released when I bought mine in August I would've gone with that instead of the 12. Regardless, it's a LOT nicer to shoot than a regular pistol grip 12 ga and handles much better as well, IMHO. I handled both the Shockwave and the Rem TAC-14 and while the Remmy was nice I went with the 590 because of the much heavier barrel and the tang safety. I grew up on 500s so am partial to tang safety, and with this grip the tang safety is infinitely more ergonomic.

Another option to the aguila mini shot are Herters 2 1/4 buckshot. Cabelas has them both in store and online and don't need an adaptor.

With the new SB brace coming out for this weapon, it might actually become useful.
I’m thinking a TAC 14 DM with an SB brace might be in my future.
