4473 question, PICS vs NICS

Individual plead guilty to 3921, Theft by unlawful taking - moving property. F3, sentence 2 years probation.

Brochure I have says that for 3921 upon second felony conviction, the person is prohibited. But there is something listed under federal law that prohibits the person if guilty of felony that is punishable by sentence exceeding 1 year. Guilty Plea = Conviction, and since the was a sentence of 2 years, does that make the person prohibited via NICS? Several other counts of the same charge were dropped, originally 5 charges each of 3921 and 3925. Only plead to the one F3.

Would this person be prohibited in PA based on this disposition?
