    Just wondering, when did Record of Sales, paper trail start in Pa./Us?

    I have some in my files that are over 35 years old. I don't think they were a new thing back then either. There was a time when you had to fill out a form, which was sent to PSP then some days later did it again when you picked up the handgun, but if you had a LTCF you did not have a waiting period. That was pre- PICS/NICS.

    I seem to recall reading it started with the National gun control act of 1937 , but only applied to handguns bought at retail dealers. More for a waiting or 'cooling off' period. Ya could still mail handguns order till the GCA'68.

    The PA PSP RoS started with the first incarnation of the Uniform Firearms Act in the 1930's. There was a couple year period that where things were a bit different. In 1995 some serious changes were made to the UFA.

    The federal RoS(what turned into today's 4473) started with the Federal Firearms Act of 1938(FFA'38) for handguns purchased at licensed dealers. (different law from the NFA'34)

    Just wondering, when did Record of Sales, paper trail start in Pa./Us?
    When they decided they wanted to keep a record of where most of the guns are and who owned them so when they decided to confiscate them they knew exactly where to go instead of guessing.
