A stripped lower is a firearm, a 80% lower is not.
I thought he meant building one off an 80% lower, which when I looked into, was deemed illegal by NJ.
Edit: NJ bans any and all "manufacturing" unless a FFL. 2C:39-9d.

Not quite you just have to be willing to play the ridiculous game and jump through the hoops that make nothing safer. This was one of the builds I did when I still lived in NJ, shortly after moving to PA it received new furniture that moved and the pinned comp was removed and replaced with a standard A2.Join the GOA & save $5.00. https://www.gunowners.org/mac-subs-join-goa.htm
