Since when? When I lived in NJ I bought and transferred a number of stripped lowers from NJ gun shops as well as many other people I know.

NJ Gunfourms were full of guys talking and posting Jersey legal builds.

A stripped lower is a firearm, a 80% lower is not.

I thought he meant building one off an 80% lower, which when I looked into, was deemed illegal by NJ.

Edit: NJ bans any and all "manufacturing" unless a FFL. 2C:39-9d.

[disregard all this if we are talking about building an AR off a stripped serialized lower, apologies]

Correct Manufacturing any type of firearm in NJ is illegal where as assembling one is not.

I ordered a pair of "fixed" 15 round magazines from Jestice arms last week.

Not quite you just have to be willing to play the ridiculous game and jump through the hoops that make nothing safer. This was one of the builds I did when I still lived in NJ, shortly after moving to PA it received new furniture that moved and the pinned comp was removed and replaced with a standard A2.
