Do I need to go through an FFL to transfer an AK to someone?

A semi-auto variant? Within the Commonwealth? To a non-prohibited adult? Other than a under-16" barreled pistol? Then no, not usually.

Long guns - rifles/shotguns - may be sold face to face between PA residents without an FFL transfer so long as you have no reason to believe the buyer is prohibited.

Handguns MUST be transferred at an FFL.

You can print out a bill of sale for both the buyer and seller to complete (print two) so you have a record for yourself.

You can also go and have it transferred at an FFL to completely "cover your ass" in the event that the buyer turns out to be prohibited or gun later used criminally and is tracked back to you.

My personal feelings on long gun transfers are that I will not use an FFL unless I have no other choice. (as in, it's a rifle I REALLY want and the seller insists on an FFL transfer)
I just point out the "value" of having a transfer done by an FFL so as to present both options.

If you are a PA resident, and they are a PA resident over 18 legally permitted to purchase a long gun and it actually IS a long gun, then you should be OK to do a face-to-face xfer.

If they are from another state, an FFL is required.

If they are prohibited... well, let's just say it's a bad idea.

You didn't specify if the AK was a rifle or a pistol. PA requires all handgun xfers (other than PA spouse<-->PA spouse, PA parent<-->PA child, or PA grandparent<-->PA grandchild) to go thru FFL.

Here's a very nice, printable bill of sale that I've used before.
Don't worry about it being called a "Texas" bill of sale - that's not relevant.
The questions on it are the same as the paperwork you complete at an FFL.

If I'm selling, I ask to see a valid PA driver's license.
If I'm buying, I offer to show mine.
For buying from someone not local, I've sent copies of my driver's license and my LTCF.

Seeing a LTCF (License to Carry Firearms) is better than just seeing a driver's license - at least the person has been cleared to carry by the state/county.

Thank you all very much. I believe it is a rifle as it has the full stock. It also has a 16.25 barrel length(from manufacturers website). It is a M&M m10-762
