H.R 38 and concealed carry eligibility

Hey guys. As many of you are aware, H.R 38 has been gaining momentum and should be passed by the end of the year (fingers crossed). I was reading an article by Everytown, and it stated that this bill would essentially allow nonresidents of a state to carry under a license from another state. This, of course, has it's benefits in terms of carry. PA is pretty strict with the age a person can carry at. After the bill passes, would it then be possible to apply under Maine's permit and legally carry here? The bill states you can not be federally prohibited from possessing, receiving, or transporting a firearm (which would mean anyone 18 and above)

I'm currently 19 and live in Philly. So the options of me protecting myself are nil. Maine did go Constitutional carry, but 18-20 year olds must still apply if they want to carry there.

Get to some law seminars and get some defensive training. Practice what you learned. Do this so you don't inadvertently step in great piles of do do.. Prohibited from a mistake is prohibited all the same.

Already a step ahead. Have been with the Police Explorers for over 3 years (use of force, room clearings, law etc etc). Just hope someone can clarify soon enough.

All of one's desires are nice, but the Pennsylvania Supreme Court has already ruled that a Pennsylvania resident has to have a Pennsylvania license in order to carry concealed, or in/on a vehicle, etc., etc.

Plus, Pennsylvania requires that one be 21 years old in order to get a license. Just because some other state, such as Maine (with an "e" on the end), issues licenses to those age 18 and above would be immaterial - just ask the 16- and 17-year-old drivers caught driving in New York City (where the law is 18 or older).

Wouldn't the counter to that be the bill itself? The H.R 38 bill would essentially nullify any law within your home state in regards to CC. For example, NJ residents could theoretically obtain carry permits from Florida, which issues to non-residents, and then carry under that as long as you have a photo ID. This is because you would meet all of the criteria under a "qualified individual". It states that "...a person who is not prohibited by Federal law from possessing, transporting, shipping, or receiving a firearm, who is carrying a valid identification document containing a photograph of the person, and who is carrying a valid license or permit which is issued pursuant to the law of a State and which permits the person to carry a concealed firearm or is entitled to carry a concealed firearm in the State in which the person resides, may possess or carry a concealed handgun (other than a machinegun or destructive device) that has been shipped or transported in interstate or foreign commerce". NO... Stop trying to read into something that's not in HR 38. The bill itself only forces the states to recognize the visitor's license. The visitor must obey the state they are visiting's firearms laws. LEOSA if visiting NY must follow the 7 rounds in the mag, on official duty they don't have to and so on. Even if Maine issues to 19 year olds you still can't carry in PA. (1) your not 21 (2) A PA resident can only carry with a PA LTCF (3) You need to have a resident LTCF in order to apply for out of state license's, except VT.... So you hit the Trifecta...
