PICS is also an illegal gun registry in direct defiance of the words written in the law. That's why "Gun Safety" advocates like the PA PICS system. It thumbs it's nose in direct defiance of the law.

PICS is not the registry. None of the guns info goes into PICS. Buyers info only. Usually just name , physical description and PA D/L or ID number. PICS approval number gets written on the 4473 , which stays with the dealer. All PICS knows is you applied to buy.

The illegal 'registry' is the Record of Sale , which ya fill out a form with buyer/firearm info that gets sent to the PSP and entered into the database.

The PICS systems might work better in PA because there are clearer channels between local and PA state police and courts. Who knows how fast other states/locales enter their data into NICS? The USAF obviously and admittedly dropped the ball on that Texas church shooter , and many others.

True.

But it seems that that the evil phuck would have made a pipe bomb or some other explosive device as well as but not limited to buying (on the black market) or stealing guns.

A twisted mind and soul that did what that evil killer did in Texas would have found away to murder. It is frustrating that society is so gullible to believe that a gun purchase check system is going to stop evil monsters!

Well we can't very well punish the offenders , shooters , straw purchasers , gun thieves and the like now can we? Mandatory minimum jail sentences? Heavens no! Jails are overcrowded. That would violate their human rights.
