Have you tried to google search them? They may be local and "listed" in the phone book/online white pages.

Discover advised me to destroy the card,So much for trying to do the right thing and save the owner of the card the hassle of shutting down the account and getting a new card,turnaround time for the owner will be 14 day so maybe they will get it before they need to do their Christmas shopping !

It's nice to try to do the right thing.
But with credit cards et al, once they go missing you don't know who had them or what they were doing with them.
Even if the card is returned it needs to be cancelled and a new card issued.
The only thing you can do is call the credit card company and report the card missing, and they will contact the card owner.
