Simple law of nature. Every group has an alpha male and a public gun range is no different. A new alpha showed up and challenged the weaker alpha, who promptly hand over his balls.

Had I been there, I’d have told the new shooter to relax and keep his hands off his firearms until I was ready to clear the line.

#1 If you don't have a spotting scope, don't expect to fire 3 shot groups and go down range to check after every group.

#2 Take the hint that if a guy(or even multiple people) is/are standing up away from the bench for more than a few mins, and not performing some other task, they probably want to go down range.

One time, years ago, I was at a range and some guys tannerite caught the grass and target stand on fire...no water or fire extinguisher in sight...don't be that guy.
