Ever look into what it takes to sue the commonwealth or state? Notice of intent to sue must be filed giving the state 6 months to study the matter(s). Upside can be the state deciding to offer out-of-court remedy. Downside can be protracted costly navigation of the system. You will likely be monetarily constrained to an attorney and staff, while the state may have a team of lawyers and experts working on it. If the battle is over a melting block of ice, it will go down in legal history as a battle over how best to retrieve standing water.

Why would you want to do this? You can buy a nice bolt action receiver (like a Rem 700) and just about any stock you want to mount it to. You will end up with something that looks from a distance like and feels like an AR, but will be a true shooter.
