I don't want to Hijack a thread (I think it was answered anyway)...... But I just finished sorting thru my reloading bench trash can and I found the "stepped" 9mm cases. The headstamp is Ammoload.

With the hi-res photos (which are better than my eyes) I will agree with you, and add a bit more:

Red is where primer meets case
Green is where pocket starts depressing from base
Yellow (left) indicates taperedchamfered base of primer
Blue (right) indicates debossed area around primer, which is itself square-cornered
So, the flat of the primer is larger on the right, and the case has a flat section around that before tapering up to the headstamp. The headstamp area on the right is narrower from primer to edge, leading to the illusion.

Have heard since then it has more to do with their manufacturing process of seating the bullets.
Dunno, but all cautions applicable.It ain't what they call you, it's what you answer to.
