The bold part is interesting. All FFL transfers require a background check, long or short barrel. Is he referring to the extra SP4-113 form here?

Federal law does not require that *same-state* long gun OR hand gun transfers have a background check.

Federal law requires that all *FFL* sales have a background check.

PA does not require that *in-state* long gun transfers have a background check.

PA *does* require that hand gun transfers have a background check, either through an FFL or Sheriff.

He's not referring to the SP4-113, per se, nor discussing FFL transfers *at all*. He simply said "transfers".

He's talking about requiring the background check for long gun transfers.

Well, I did receive an auto-response within an hour or so, thanking me for contacting him, and saying when he gets through the things he is presently involved in, he would get back to me regarding the matter on which I wrote him (paraphrasing here, obviously) or words to that affect.
