Out of state dl, philly ltcf. Arrested
A friend moved out of state for a year or so, applied for a drivers license and address in the state. Long story short, he moves back to philly, one day carrying his firearm in his vehicle a leo stopped him and asked if he had any weapons, etc. He responded yes and gave the leo his out of state drivers license and his philly ltcf and he was basically arrested. What will happen now.

Your friend has a resident LTCF and a non resident address. Hopefully, he had prior to the arrest filed a change of address to his new PA address. That would show he attempted to meet the LTCF laws. Maybe that would be mitigating. If not he is likely facing the LTCF revoked and might likely never be able to get one in PA again. He ought to speak with an attorney. He has been arrested and Inhope he knows to get an attorney fast.

Lets see, LTCF, drivers license, car registration, car inspection, insurance on all above. Lots of paper work just to stay legal.
Also have to change health insurance because you moved.

He has a valid Texas DL and a valid, unrevoked PA LTCF?
There's no criminal charge that applies. People move all the time, and PA does issue LTCF's to non-residents. Our UFA has no requirement that you update your address, it's just a good idea in case the issuing authority wants to revoke it and sends the certified letter to the address on file; you'd want to know about that.
What may be confusing is that if he had a PA DL and a Texas License To Carry, he'd be in trouble under the current bastardization of the statute, after the PA AG and a court decided that a PA resident doesn't count as a "person".Attorney Phil Kline, AKA gunlawyer001@gmail.com
