I have only seen a LTCF from Philadelphia and three surrounding counties that were issued to county residents. Is there anything different about a non-resident LTCF? And do all counties issue non-resident LTCF’s? Not sure if that would make any difference, as long as it was a valid PA LTCF.

This is untrue. His LTCF was for being a resident of PA. Once he moved and became a resident of another state, the PA LTCF becomes invalidated. I dont know the grace period Texas gives for the switch over but if you moved into PA from another state you only have like 2 weeks before your out of state permit becomes invalid.

What you offer sure sounds like something to be argued in a court of law, and I'm sure this particular argument has not yet entered the records of such. One could argue that there's a grace period, but that depends on individual state laws. Pennsylvania law says the LTCF is valid until it expires. Now, getting a new LTCF or getting a Renewal to the LTCF does require one either be a Pennsylvania resident or possess a valid license from one's home state for nonresidents, but in this case neither of those two scenarios applied. He had a lawfully-issued (at the time) LTCF. It had not yet expired. Pennsylvania law appears silent on moving out of state, or returning to Pennsylvania after one has moved out, or anything like that.

Why would it not just become a non-resident LTCF?
Agree with other poster. Cite your source for your statement.
On a side note...with regard to the CCP I had from my previous state, that state's law says that if you move out of state, it is still valid until it expires (and they don't even ISSUE non-resident CCPs)....just for comparison purposes.

To your first question, I dont have an answer. This would be logical
However he didnt have a non-resident permit, he had a resident permit for which part of the eligibility requirements were that he be a resident of the commonwealth.
Again I dont know what the requirements are w moving INTO Texas but I know moving INTO PA you only have like 15 days to submit for the change.
