Delco was a minor pain, Philly was a major hassle.
The wait times are terrible. Even if you show up before they open there is already a line and it might be 15 minutes before they get to the first person. I bailed twice because the wait list was so long it was obvious I'd be there all day and might not be seen before close. Finally made it with only 5 people ahead of me and it was still a 1.5 hr wait before the interview.
For pickup I was 4th and it was 40 minutes before I was called in and over an hour before all was said and done.
I suppose I could say at least the employees were friendly, if not fast. The Delco woman was not particularly friendly...

All of these require finger printing outside a criminal investigation

What exactly do you guys think they do with the fingerprints? They look to see if they match any from previous criminal investigations (including arrest records), and include them in the database for future criminal investigations.
They have NO other reason to collect them.

PICS just tells you the background of the person whose info you gave them. Fingerprinting can tell you if that person is who they say they are or some kiddie fiddler using a fake id while he is registering to be the playground monitor at the local school. Because no one ever tries to be someone else?
