No, there is many exemptions even for firearms. In your case...carrying a unloaded and cased firearm from place of purchase to your home is permitted.

I have used one of those folding chair bags with a shoulder strap for carrying a rifle a few times.

No. No it doesn't - because the "concealed" stuff in regards to a LTCF applies to firearms (handguns and a few other items that fall under the legal definition) - not long guns.

    Get a damned case.

Woman sees young man carrying a rifle down the street.
Woman sees young man carrying a long, black/green/brown case down the street.

Which one is more likely to dial "911"?

Even if the police are sent, your chances of having them arrive with guns drawn are significantly reduced by not walking down the street with a rifle leaning on your shoulder.

Does the SKS you're buying fall into that definition?

You don't need an LCTF to carry a long gun in a case, or openly, because it's not considered a firearm under that statute.
I don't think I would be able to tell a cop that "its not a gun and I don't have an LTCF" and not end up in the county jail. I just don't see that working if a cop rolls by.

Meeting spot is only a street over. A short walk.

You wanted a citation, I gave you a citation, under the law it's not a firearm.

all you get is ridicule, laughter,
and a trip to the house of pain.

He didn't say that "it's not a gun".

He SAID it's not a FIREARM.

On the surface, they would seem to be the same, but FIREARM has a very specific legal definition. It was posted.
The SKS in regards to the "concealment" is NOT a firearm.

Stick around. You will learn. It can be overly complicated when it comes to the laws, but we'll steer you straight.

I would be more worried about the ""Meeting a guy in the park" for a rifle purchase.. than carrying it home in a case

I sorry to go off track, but I can't resist. I can't be the only person thinking this. If the op wants it out of the thread I will delete.

    I should have known better.
I carried mine in/out of the ATF building in philly.
