Another scenario you can think about is if you want to go back to it being able to handle standard loads is to call Ruger customer service and explain what is going on and that you'd like to have it rebarreled back to what it originally was. They might even surprise you with the cost (or lack thereof).

That is an excellent idea- Ruger does things like that.
Sometimes their customer service is really amazing.

Their customer service is excellent but it will be the corporate lawyers that will make this repair free. They want to get this bomb off of the street.

I would assume a barrel made for wax bullets would be stamped with a BIG warning. So it is probably good for cowboy loads. The problem comes when someone (like me) loads a 300 grain bullet at 1300 fps.

Can you talk to the people Dad used to shoot with? Someone knows what he used in that barrel and where he got it and maybe who installed it. I think I have seen carbon fiber rifle barrels with liners for sale. They are making lined aluminum .308 rifle barrels, why not revolvers?

Some import .22 rimfire sixguns , and even a few Colt's had lined aluminum barrels. The original AR-10 and M-16 barrels were Stellite-lined aluminum and fibreglas.

It would have to be rifled to be legal. Smooth bore that short is a no-no.
