It seems to me these LEO organizations want to make so expensive that it is cheaper to buy a new gun than continue to fight them. Some time ago in Cal. the sheriff of LA county was ordered to return a firearm by the court and he still refused.

Well, OP, there you have it.
If you let it sit you will never get it, and if you call too much, you will never get it. The cops have it, and they aren't giving it back.

Maryland, police, investigation, firearm, out of state.....consider the gun property of the MD state police.
You will spend more time, aggravation, and attorney's fees fighting to get that gun back that to buy another one.
In the end an XDs is a $400 gun. Unless there is some massive sentimental value, I would chalk it up as a loss.
