He won't know how much he can afford until he at least speaks with one. There are a few on this site that he could contact.

What does Philly have to do with it? The OP is asking about buying a firearm, not obtaining a LTCF.

A friend had 2 in a 7yr period. He is prohibited. He was denied at a local gunshop.
The state police called him a couple times, I guess to tell him he could have been arrested.
All is well now with the state police.

He may be lying on the 4473 form. It might be unintentional, but the government doesn't care if he intended to lie or not.

Specifically, there is a question that asks

Have you ever been convicted in any court of a felony, or any other crime for which the judge could have imprisoned you for more than one year,
even if you received a shorter sentence including probation? (See Instructions for Question 11.c.)

It asks if the crime "could" have resulted in sentence of more than one year. Doesn't matter if you only got six months.

BTW it was alcohol that got him in trouble...
No, it wasn't. It was his character.

It was a joke...born from my observations of how some of the staff of that office acts towards applicants.

I guess then I have a follow up question. His wife is not prohibited, can she buy firearms and he use them as long as he is not the owner? I mean can he use them at a range to just target shoot if he is there with his wife or another non prohibited person. Example: I want to take him out to the range just to have some fun, if the firearms are all mine, and I handle all transport, are we breaking the law if he shoots my guns?

If he is prohibited, he cannot touch, or have access to, a firearm. His wife can own, but it has to be locked up, and not accessible by the prohibited. He cannot share your guns at the range.

I think he may be prohibited from ammo, as well.

If I was 'king of the world' anyone convicted for a SECOND DUI would lose their DL for life, but I digress.

At my company, we routinely hire candidates with DUIs, because there are so many of them out there, we wouldn't be able to fill our job openings.

Purchasing a firearm, I'm ok with.
