Well, it had the advantage of actually working, disarming the gangbangers, and saving lives. So it had that going for it.
We do have a Constitutional right against unreasonable search and seizure. On the other hand, the Constitution isn't a mutual suicide pact. If the permanent underclass of repeat offenders is going to be armed while the rest of the little people obey disarmament laws, then there's an argument that maybe cops ought to make the bad guys afraid to carry their expensive stolen guns around with them. Which is what happened under stop & frisk policies.
Guns seized during warrantless searches that lacked any PC usually couldn't be used to prosecute someone, the exclusionary rule prevented that. The exclusionary rule is the relief that the courts provide for "unreasonable" searches.

The FOP didn't just encourage LEOSA, they were one of it's most involved drafters.
LEOSA was a top legislative priority of the FOP for years.
Clinton was elected in 1993.
The "assault weapons ban" came into law in 1994.
LEOSA was pretty much in the works soon after 1994 until it was enacted in 2004.
It has been revised twice so far because the FOP continued to lobby heavily for the provisions closer to their original design.
I would have to go back and check my literature to see exactly when the FOP started lobbying for LEOSA.
But it was well in advance of 9/11.
9/11 just gave LEOSA another selling point to give to lawmakers.How can you have any cookies if you don't drink your milk?

If the reciprocity bill is passed you will still need a ltcf from some state before legally carrying.

Active and former police officers are just citizens who chose a career in public service.
Why are they afforded special rights(LEOSA) that other citizens cannot benefit from?

Because facts and logic don't matter. The states of Texas and Florida track offenses by their CCL holders. The data shows that licensed carriers are something like NINE TIMES less likely to commit a serious crime than the average citizen. They're way more law-abiding than even the average cop.

Licensed carriers are about 1/6th as likely to commit a felony or misdemeanor than police officers.
