Thinking about shooting a USPSA Match in Staten Island
To start off, I am a member of both the USPSA and NRA. A friend of mine over in Staten Island is a USPSA member and shoots USPSA matches at his club. He has invited me to shoot a match and I am hesitant but am seriously considering. While the state statute is generally clear for out of state competitive pistol shooters coming into NY, i.e. carry permit/license from your home state, 10 round magazine maximum, how long you can be in the state, how you transport your equipment to and from the event, need for proof of event registration etc... the following doesn't seem clear and I can not find any real guidance:
"...while attending or traveling to or from, an organized competitive pistol match or league competition under auspices of, or approved by, the National Rifle Association and in which he is a competitor, within 48 hours of such event or by a person who is a non-resident of the state while attending or traveling to or from an organized match sanctioned by the International Handgun Metallic Silhouette Association and in which he is a competitor, within 48 hours of such event."[/I]
Looking at the definition of "auspices" https://www.merriam-webster.com/dictionary/auspice and that the NRA website http://competitions.nra.org/action-p...mpetition.aspx suggests that people participate in NRA, IDPA, USPSA type competitions. I am pretty darn sure that participating in a USPSA match on Staten Island is good to go so long as the other requirements of the statue are followed. See below. Lastly, it is clear that the USPSA match is not "sanctioned" by the NRA. The provision regarding "auspices" is what I need to rely upon.
Wondering if anyone on the board has had experience or can provide some feedback?

13. Possession of pistols and revolvers by a person who is a nonresident of this state while attending or traveling to or from, an organized competitive pistol match or league competition under auspices of, or approved by, the National Rifle Association and in which he is a competitor, within forty-eight hours of such event or by a person who is a non-resident of the state while attending or traveling to or from an organized match sanctioned by the International Handgun Metallic Silhouette Association and in which he is a competitor, within forty-eight hours of such event, provided that he has not been previously convicted of a felony or a crime which, if committed in New York, would constitute a felony, and further provided that the pistols or revolvers are transported unloaded in a locked opaque container together with a copy of the match program, match schedule or match registration card. Such documentation shall constitute prima facie evidence of exemption, providing that such person also has in his possession a pistol license or firearms registration card issued in accordance with the laws of his place of residence. For purposes of this subdivision, a person licensed in a jurisdiction which does not authorize such license by a person who has been previously convicted of a felony shall be presumed to have no prior conviction. The superintendent of state police shall annually review the laws of jurisdictions within the United States and Canada with respect to the applicable requirements for licensing or registration of firearms and shall publish a list of those jurisdictions which prohibit possession of a firearm by a person previously convicted of a felony or crimes which if committed in New York state would constitute a felony.Last edited by pa350z; July 22nd, 2017 at 11:35 AM.

Personally, I wouldn't risk it. Even if you are completely legal, good luck getting Officer "Only the cops should have guns" to believe you and not arrest you and "let the courts figure it out".
I thought I heard one time the NRA had put out blanket approval for IDPA/USPSA matches in NY just because of the wording of this law. I don't remember where I read that, and wouldn't rely on it unless I could find it in writing, from the NRA. Just saying, if you really want to go, it's something to look into. Take plenty of proof, just in case you run into Officer "only the cops should have guns". Which is probably 90%+ of the officers you're likely to run into heading to Staten Island.

Sure, as long as you don't mind a couple weeks in jail (if you're lucky) and never getting the pistol back. The cop isn't going to give a shit that you're going to a match, that will be for your defense lawyer to prove.

Fuck that. I've got a few clubs close to me I could shoot at. I'm not buying g additional magazines limited to ten rounds just to do and add in all the bullshit that goes with transporting in those states

Seems like it could be a bad idea. Is it worth the risk? This is the purpose of Ny and Nj anti-gun laws.

I used to shoot at Square Deal Sportsmen's up near Binghampton NY quite a bit. They had a downloadable sheet documenting NRA registration for their matches. IIRC, USPSA made an agreement with the NRA that all approved USPSA matches are automatically NRA sanctioned, but I don't recall a link to any documentation.

Reviving an Old Thread
Well, bottom-line on this one is that an individual needs an appropriate NYC pistol license to shoot competitively in the City limits. I did verify this with a number of sources including law enforcement as well as various pistol associations' representatives. The state statue for a non-resident individual to shoot competitively in New York is for all areas EXCEPT NYC. There is no State preemption of NYC gun laws as it relates to competitive shooting.
