Default Discrimination while getting LTCF? Nope :)

A buddy of mine, who's a naturalized US citizen was sent home today when he tried to apply for the LTCF in Montco. He stated his country of birth was USSR and was demanded to provide proof of citizenship (passport).

He will comply and bring it with him tomorrow, but is it legal to begin with? Not to mention, if American was born outside of the US (think John McCain) and currently doesn't have a passport - how the FUCK does he supposed to prove his citizenship status???

Most Americans have a birth certificate.

Not sure what the issue is here. Don't you need to be a US citizen to buy/own guns? (I wouldn't know for sure as I've never needed to know)
How would requiring proof be "illegal" or discriminatory?
I called to check my ZIP CODE!....DY-NO-MITE!!!

The PA LTCF application clearly asks if you are a citizen. The answer is check either yes or no. There is no statement requiring that proof of citizenship is required with the application or thereafter. To me that means no proof is required. However, I suspect the person handling the licensing became suspicious whe the applicant said he was born in Russia. Not because he was Russian but because he had to be a naturalized citizen. I suppose the demand formproof was to assure the applicant was actually a citizen. I cannot bet riled up ove the matter. The fellow comes back with proof and gets license. Objective accomplished even if s day late.

    Ah, birth certificate!

No, you don't need to be a citizen. I do provide a green card, since I check the non-citizen checkbox (and I'm required to always have it on me anyway) and I have no problem with that. Because I am not a citizen (yet).

But should you be required to carry additional proof that you are a citizen, when you are? I find this ridiculous.

Why did he state his country of birth thereby engendering the further inquiry? That question only applies to non-citizens - he should have simply replies "YES" to Q31 and provide no further info.

    31. ARE YOU A UNITED STATES CITIZEN? IF NO, COUNTRY OF BIRTH___________________________________________
COUNTRY OF CITIZENSHIP____________________________________ ALIEN REGISTRATION # OR I-94#______________________________ YES NO

ETA: CORRECTION - LTCF on Q7b DOES ask for place of birth! see post #19

Is it 4473 or the LTCF application? Because if latter, then my buddy really did bring it upon himself ))

    SP4-127 (LTCF appl.)

The 4473 does ask for place of birth (Q3) apart from country of citizenship.
