Sounds like a variant of what the British grid operator uses to keep the country from browning-out during the post-Eastenders TV pickup.

From what I can see, this has some sizable environmental hurdles in addition to land acquisition. Not the least of which is getting a permit from the Delaware River Basin Commission (DRBC) for the withdrawal of that much water from the Delaware River (canal). Not to mention, from what I remember from driving past the canal, much of the canal is in disrepair or under repair and doesn't have water in it.

I agree about the canal, just down stream is the pump that puts river water back in the canal to keep the new hope area wet.
Merrill Creek in NJ is just this, they pump during high water to fill the lake and drain it back to make power so this is not new to the Delaware. The old Ingersoll Dam that Cameron Pump used for testing became just a little puddle inside Merrill Creek which was built by a consortium of power companies.

The Delaware River Basin Commission will/would never sign off on it. Period. I don't think this will happen solely due to watch dog, conservation and environmental groups.
